my guess is the issue is that the input isn't the immediate parent of the input box. The fix in that case would be to walk up the dom looking to see if an ancestor is a form tag.

Note that Chrome Beta and the ICS stock browser show GO buttons, not NEXT buttons.

This behavior isn't technically a bug because you're supposed to be able to submit the form from any field. On the desktop, pressing ENTER in any form field will submit ("Go") the form. However, it is a poor user experience on mobile.
