Details

We'd like to add some promotional text to the Dev Hub homepage to recruit AMO Editors. 

This promo should only be shown to users who have at least one add-on on AMO.

The text should say:

Header: Get Ahead!
Body: Become an AMO Editor today and get your add-ons reviewed faster.
Button: Learn More (link to https://wiki.mozilla.org/AMO:Editors)

The styling is the same as the "Calling all Add-ons" promo.

It should be placed below the "Calling all Add-ons" promo.
