This is not related to the silent update service, it is an existing problem.

If you install on Vista or Windows 7 and cancel the UAC prompt it will install into your application directory.
If you later go into add/remove programs and try to uninstsall it will prompt you with a unelevated UAC prompt which asks you to put your password in for an admin account to elevate.

After you elevate and uninstall, you will see that all your icons on your Desktop and uninstall icon are still there.
If you try to click the uninstall again it will say that it was already uninstalled would you like to remove the entry?

I think it would be better to not prompt for UAC at all when uninstalling a limited user account install, that way all of these problems will go away.  If there is a need for a UAC prompt we can do that separately, but for these types of installs most of everything should happen as the user that installed it so the HKCU entries can be removed.
I can reproduce this with Release as well (FF8).  Probably many versions before as well.  If you cancel the UAC prompt on uninstall it will uninstall properly.
The bug is that we should not display a UAC prompt here at all.
