We want all reviewers to give feedback to editors when reviewing an article. So we should make the message to the editor mandatory and remove the "(optional)" text from the dialog.

Since we'll no longer have to suggest that reviewers leave a message, the text at the top of the dialog can be shorted to something like:
"Clicking Accept will make this version of the article live! Please take a moment to be sure all options are correct" 

These changes should also apply to the dialog for approving translations (not sure if that's a different thing or not).
