[stage] Unable to vouch for Mozillian accounts with a staff account

I am unable to find and vouch for a newly created account with my staff account. This is likely a duplicate of https://bugzilla.mozilla.org/show_bug.cgi?id=706698#c16 and the script needs to be run on stage. 

Steps to reproduce:
1. create a new and un-vouched account
2. with a vouched staff account (mbrandt), go to the vouching url for the un-vouched profile also try searching for this account using the search field.

Actual:
Going to the vouch url produces at 404. Searching for the users account with their email returns zero results.

Expected:
The account should be findable and vouchable

Ran `python manage.py cron fix_bad_ldap_vouch` on stage. We'll likely have to run that in prod but I'll make a note of it in the push bug. Should be good?
