In the current configuration, the stream is about 15 seconds behind real time. Are there things we can do to minimize this?

Extron Pure3 codecs have very low latency. These do not encode to a browser-compatible format and so can't feed a CDN. They may, however, be useful for getting remote camera feeds between venues in near real time. The most recent design seems to be the VN-Matrix 225 series. http://www.extron.com/product/product.aspx?id=vnmatrix225&s=5

Stream delay is a function of user's bandwidth to CDN and frame buffering built into client. WebRTC is the answer for low latency streams, but as yet, there is not technology for WebRTC one-to-many streams.
