We need an API to manage the registration of existing and new tools. Registered Developer tools will appear in the Global Toolbar and have a button.

Example parameters for a registration object:
Name,
Icon,
Description,
Default Location,
Iframe src url,
...

Should this API create a default layout?
Something with an "undock" / "below" / "above" button,
tabs to access the different tools maybe?

this is a pretty old bug and I'm not sure we're planning on creating an API to do this or if we're just intending to create an external window for tools to live in. That seems like the preferred strategy.

What you're describing is probably similar to the UI we ultimately want. A set of buttons that let you close, undock or redock a given tool container. I don't think we want tabs but possibly a minimize button that collapses a tool.

yes. I think any bugs with the words "Create API" in the subject should be closed on general principle.

This needs a concrete set of tasks to implement.
