steps to reproduce:
1. Load https://addons-dev.allizom.org/z/en-US/localizers/ar/categories/
2. Pick a category which doesn't have any translation. Example: Games & Entertainment
3. Add localization and save changes

observed behavior:
Newly added strings are not getting saved
