For a single addon, `require("panel");` we have some numbers:
https://bugzilla.mozilla.org/show_bug.cgi?id=717036#c13 . ts takes
about 100ms longer with one addon and ts_shutdown (not sure what that
measures) takes about 30ms longer.

But what about multiple addons?  Does two addons take 200ms?  Three
300ms? Other?  We should measure different combinations of these and
figure it out.

You can now run with an arbitrary number of addons.  I'm not sure what we want to do with this ability but it is there
