Linux CVS 2001-0317 after the (wonderfully fast) new tree-code was checked in, wheel-scrolling when cursor is placed *over* the scrollbar in upper right pane stopped working. Pane scrolls like a dream when wheeling over content-area however, and other scrollbars in mailnews work fine.

this is probably a generic outliner issue. bryner / hyatt, who would own this?
Summary: no mousewheeling over scrollbar in mail-list → no mousewheeling over scrollbar in outliner
note also that the "focus frame" indicating which pane is selected, is different in left and right pane (alternate 3-pane) The left pane's black frame includes the pane's scrollbar. The right pane's black frame excludes the pane's scrollbar.

Mousewheeling over scrollbar doesn't work because it doesn't find nsIOutlinerBoxObject in mozilla/content/events/src/nsEventStateManager.cpp around line 1267

Assuming this doesn't break previously working cases, r=bryner.

So I can verify this on Mac OS X 10.1.2 and Windows 2000 (both the latest 2002-02-04-xx builds), but can't on RedHat 7.2 because I don't have scrollwheel support setup properly. R.K.Aa, can you verify this? Thanks!
