When an overlay is included in a file, that overlay should be able to read from
the callers dtd entities if it cannot find a match for an entity in it's own dtd.

I tried putting the dtd before and after the overlay, and it made no difference.

While this isn't a blocker to what we are working on, this is a pain in the butt...
I'm working on a calendar application.  I've got 3 overlays: day, week and month
view.  The text for the items in these views is stored in calendar.dtd. I have
to include that one file 4 times (main + 3 views) in order to get the text to
every overlay. Now if the name changes, I've got to change it in three different
spots.
I've voted for this bug, I'd really like to see this enhancement.
Like Mike Potter I use overlays for my app and I would like to use the same
overlay in different context. I'd like to be able to change the DTD just once in
the master XUL file.
