we suspect that having 10 parallel update_verify builders x 4 platforms is contributing to load issues.

Two options:

* reduce # of chunks per platform to 3? 4?

* (aki's suggestion) keep (or increase!?) # of chunks, but restrict how many can run in parallel. this has the nice property of having a smaller chunk of work to re-run if something fails.

I'm only a valid owner if this simple route is what we want to do...I didn't volunteer to write the more complex patch! Unless someone objects by Monday, I'm going to go ahead and land this patch though.
