727946 - Download window is changing its size shortly after appearing

See exe1, exe2 and exe3.jpg. When clicking on a download link for a .exe and the open with/save.... window opens, it is first blank, then the file icon gets added (also note the ~two missing pixels on the right and the buttons are shifted to the left) and in a third step the window name gets added.

See pdf1, pdf2 and pdf3.  When clicking on a download link for a .pdf, there is a quite long pause (1sec) and then the open with/save.... window opens, it is first blank, then most of the content isadded and in a third step the window name and the file icon gets added. additionally the windows is resized.

the problem is probably less noticable (if at all) with window animations enabled.
afaik the problem exist for a long time, but i did not test older versions.
the problem is not pdf-specific.

Expected result: Both types of download windows should be shown after they are fully constructed. changing the content and the size make a "rough" impression.



additionally, the time from clicking on the pdf-link to opening the window is quite long, but that is probably another bug. should i file that bug?
