728821 - Manage PayPal link is not displayed in the left menu when editing an app

Steps to reproduce:
1. Login to APPS Marketplace https://marketplace-dev.allizom.org/en-US/developers/apps
2. Click on "Manage Payments" from a listed app.
3. Click on "Enroll in Marketplace" and "Sell this app".
4. Enter the PayPal address and grant permission for redunds.
5. Return to Apps Marketplace and confirm the account.
6. Observe the right menu from the "Manage Paypal" page.

Expected results:
"Manage PayPal" link is present on the right menu after PayPal set up is completed.

Actual results:
"Manage PayPal" link is not displayed in the right menu after PayPal set up is completed. The link is shown only after the app is enrolled in marketplace.

Most of these aren't relevant anymore, we changed it all today.
