No code changes here except for adding "use strict" and the MPL header. Otherwise this just cuts the JS code from aboutAddons.xhtml and pastes it into a separate file. I just find it easier to work with this way; for example, my editor has better syntax highlighting for .js files than JS-in-HTML.
