build 03-21-04 + Win2000

Not repro on:
build 03-21-04 + Mac OS 9.04

<repro steps>
-open mail window
-go to view|character coding|customize, Add all available character codings, 
click OK
-select a message (optional step: open the message)
-go to view|character coding, click on the up or down scroll bar arrows to view 
the entire list

<result>
Each time you click on a scroll arrow, the selected message reloads in the 
preview pane (or in its own window, if you opened the message)

<expected result>
Merely clicking the scroll arrow to see the whole list should not reload the 
message.  Message should only be reloaded when a character coding is chosen.

compare to 72907, looks like the same problem, just the other way around

Can you reproduce this with other menu items (e.g. "Move Message", "Copy 
Message")?
