If someone posts a spam message in a thread, moderators can delete the message, but if someone posts a spam message as a new thread, all moderators can do is edit the post and lock the thread. Moderators should be able to delete threads.
This should just be a permissions issue, it shouldn't require a bug or dev work. Did you ping an admin?
