+++ This bug was initially created as a clone of Bug #735330 +++

Move device motion/orientation code from dom/system into Hal.

We need to move the Linux code and verify that the corrent units are being returned.
Hey Michael,  I remember you helping with this on linux.  If you have time, do you mind looking again?  This is a low priority, so if you can't get to it soon, no worries.
