[compare-locales] If a new file is not yet added compare-locales should warn the user

This might seem silly but it takes me a little back/forth to realize that I had not "hg added" a file.
I could tell by looking at the L10n dashboard but my compare-locales run would not tell me (since the file is there but uncommitted).

Fixing this could help a few headaches for few people in the long term.
Going to close this as WONTFIX. 

We have less and less locales working on Mercurial these days, and this kind of controls is out of scope for compare-locales. This also seems like a good use case for a pre-commit hook.
