Per Action Items from the security review releng was to do the following

audit trail - make sure we have persistent data of what autoland bot has done over time 

This does not block the plan to roll this out to current release engineering users that were identified during the review but does block further roll out of this item.

I have implemented & tested a permssions logging system. Whenever permissions are checked / granted, it is logged to file.
