I customized the back and forward buttons location, i moved it out of the navigation toolbar to the addons toolbar using the builtin customized toolbars options.
They forward button does not disappears anymore if there are forward pages to go to.
I think this is the expected behavior, the "magic" merging happens only when the buttons are in their original position, otherwise we respect the customization.
