Right now, calling wifi functions on a disabled wifi manager will try to do something but fail in random places. We should fail earlier and give a better error message. Relatedly we don't handle errors in the case of onscanresultsavailable (which can happen if we turn wifi off between the notification and when we call getScanResults).
