Offer users on FF3.6.18 release channel a prompted MU to go from FF3.6.18 --> FF11.0. The update snippet should report the extensionVersion of FF11.0 as 11.0.0 so that any users who were already prompted for 11.0 (and who clicked "No thank you") will be re-prompted.

Note: the billboard for this will be located at http://www.mozilla.org/en-US/firefox/unsupported/warning although it is known to not exist yet. This billboard will be localized.

Generating these updates and making them available on *test channels can be done by RelEng at any time. The plan is to have QA work on verifying these updates on *test channels, and then on live release channel, in between other higher-priority release work. Because of this scheduling, we are filing (almost) identical bugs for each separate update path. At this time, the earliest that we expect to enable these tested updates on live release channel is 16apr
