Open a UTF-8 file in Mozilla, the Arabic text is displayed in reverse order

Reproducible: Always
Steps to Reproduce:
1.Open file testutf8.htm
2.Select encoding unicode UTF-8 


Actual Results:  Arabic text is displayed in reversed order

Expected Results:  we should have the same results as when using Internet 
Explorer 5

If you select the text type from the View menu - Bidi options to be visual, the 
file is displayed correctly !!
This bug is probably related to bugs # 74615, 74622
