Description

steps to reproduce:
1. Load https://marketplace-dev.allizom.org/en-US/app/charm_of_/ as the owner and as an anonymous user.
2. Compare the user messaging.

expected behavior:
For app owner the message says "This app is awaiting review.You will receive an email when the review is complete. "
For other users the message says "This app is awaiting review"

observed behavior:
The messages are switched.
For app owner the message says "This app is awaiting review"
For other users the message says  "This app is awaiting review.You will receive an email when the review is complete."

While we are fixing this, can we also add the 'learn more' link to this message? It should link to https://developer.mozilla.org/en/Apps/Marketplace_Review

For normal users we say- This app is awaiting review. 
for developers and admin we say- This app is awaiting review. You will receive an email when the review is complete. Learn more

I have asked cvan to make the "Learn more" link visble to all users.
