steps to reproduce:
1. Log in with an account which has preauth set up
2. Load https://marketplace-dev.allizom.org/en-US/app/in-app-payment-tester/
3. Purchase the app
4. Go to https://marketplace-dev.allizom.org/en-US/purchases/ and request a refund for this app within 30 mins of purchase

observed behavior:
Instant refunds are not successful. There is an error message- "There was an error with your instant refund."

I don't see anything useful in the error console.

I don't think so - since all refunds were not working for a while. Seems okay now: http://i.imgur.com/vqOKx.png
