Steps to reproduce:

1. Press Cmd+N to open a new browser window, then type http://www.mozilla.org/en-US/ in the address bar and press Enter
2. Press Tab once


Actual results:

The content inside of <div id="tabzilla-panel>...</div> receives focus. 


Expected results:

The <a href="http://www.mozilla.org/" id="tabzilla" class="tabzilla-closed">Mozilla</a> element should receive focus.

For keyboard users tabbing through invisible elements can be very confusing, though it seems nothing is happening.
