Steps to reproduce:

Hello,

it seems that indexing on emails with "Content-Transfer-Encoding: base64" does not work. All the messages that has "Content-Transfer-Encoding: base64" are not indexed and thus searching(for something on the body) on this emails does not work.

Same here, I'm using Thunderbird 68.2.2 on Ubuntu 18.04.3.
I have emails sent by X-Mailman-Version: 2.1.20 from mailman-bounces@example.org, they have these headers:
Content-Type: text/plain; charset="utf-8"
Content-Transfer-Encoding: base64

Thunderbird won't find these emails (all in one folder) when using the Quick Filter or Right click on folder->Search Messages. Only global search works when searching for text from the content.
