Simon Montagu from IBM Isreal work on BIDI code for a while. Please grain him CVS 
check in account. Thanks

do all the paper work
erik- please include other bugs report which have simon's patch in it. Who in the 
super reviewer's list have review simon's work? Please put them in the cc list.

Marc Attinasi is familiar with Simon's work in the layout area, while Michael
Judge and AnthonyD are familiar with his selection and editing work. However,
Michael and Anthony are not super-reviewers, so I'll add sfraser to the Cc list
instead. Simon Fraser, please talk to mjudge and anthonyd about Simon Montagu's
work in the selection and editing areas.
I believe we should give Simon Montagu CVS access. I will also be his voucher.
I would be happy to vouch for Simon - he really should have checkin privs
because he contributes a lot of excellent code, follows the process wisely, and
makes Mozilla better.
