Change Tooltips to Title Tips in Folder Pane when Title tips become available.

Tooltips are nice, but the "inline" Tilte Tips are much better :)

stop).  I agree that it would look much better and wish that I could have done
this originally.

marking 0.9.1 because only partially readable folders are in the users face
every day and are a major factor in user satisfaction and subjective impression
of the apps quality.

Scott this bug is listed in the PRD for 3-pane improvements, I'm going to
nominate this per that criteria.  Should you change the milestone so this
doesn't get lost OR is there another bug covering this.  Note: the PRD lists
this bug as done up in the Feature section. Comment!

I don't see them.  

jag's patch for bug #32157 will restore tooltips.

To answer Seth's comment 7: I am seeing tool tips on the folder pane in 1.5 
Final and 1.6b-1208, Win2000.

The Tooltips are still there. At least in Mozilla Application Suite 1.7.12 on
Windows NT (and most likely on other platforms too). Remember, they only show up
when the folder name doesn't fit in the width of the Folder Pane.
