Theo is a new member of our French localization team and will focus on translating Mozilla products on mercurial but he will also occasionnally commit on svn localizers repos.

Theo already has commit access level 3 (bug 736050), the committer's agreeement and ssh key are already provided (bug 712798), both myself and Benoit (current localizers for products) are vouching for Theo. Pike is that enough for you? (I didn't add the voucher keyword in the whiteboard until you confirm that this is ok for you).

Theo's LDAP account is theo.chevalier11@gmail.com

I believe that since Theo already has Level 3 access, the only thing needed is to add the scm_l10n bit to his LDAP account for hg and be added to the @localizers group in LDAP for SVN.
