configure netboot helper between test.releng.scl3 and build.releng.scl3

We will need to be able to Netboot mac minis from the test.releng.scl1 vlan to the netboot server (install.build.scl3.m.c) on build.releng.scl3.m.c.  Just like the helper that is already in place between try.releng.scl3 and build.releng.scl3.
I'm assuming that test.releng.scl1 is a typo and that it should be scl3, correct?

install.build should already be getting all the dhcp requests for releng zones. ping me on irc when you are able to work on this and we can verify.
