-go to a secure site
Netscape 4.7x is launched to open the site.

this bug was previously filed and then duped of bug 75847
secure site loading bevahior is varying XP  

on windows - it spawns endless browser windows. the secure site isn't opened 
Note:a similar behavior was happening on 4/16 with ftp sites (bug 76291)

on linux - nothing happens. the secure site isn't opened 

on mac - still launching 4.7x to open secure site
