I'm not sure it should even be possible for the JS in developer tools to do this, and it seems to be a fairly rare event, possibly even a single occurrence because it's not 100% clear to me that the 2 reports are the same.
I'm not going to work on this now, but suggest we keep this open for a while to check that it doesn't happen more regularly.
