This bug is to set aside some time to go over the IA once the final details have been worked out and discuss how to implement. The outcome of this bug should be more specific bugs to start the implementation.
I filed a bunch of bugs all blocking bug 768210. We estimated points on them together as a team as well.

Closing this out as that covers most of the backend based on the current P1 requirements. More detailed UI bugs still need to be filed once we get designs.
