When I'm watching a reindexing batch run, I often click on the refresh link over and over and over again. It'd be easier on me (and others watching) if the page instead auto-refreshed every minute. So, I propose: 1. when there are outstanding tasks, the page sets itself up to auto-refresh in a minute 2. when there are outstanding tasks, the page states when it last refreshed

Hrm. Now that I think about it, 2 should be "the page states when it last refreshed" regardless of whether there are outstanding tasks or not. It's nice to know the "when" for the data you're looking at.
