Steps to Reproduce:
1. Start Firefox with New profile
2. Make sure MenuBar disabled
3. Double click TitleBar to toggle window size (Normal/maximized)

Actual Results:
 Nothing happens

Expected Results:
 Toggle window size Normal/maximized
Bug 733630 was backed out and a respin was requested.
