Not all users will know they are on a desktop site or not.  Some sites dont even have a mobile site.   If a user is already being served a Desktop site (eg. cnn.com), we should alter the system menu to either:
* hide the request desktop site menu item from the list
* rename, disable, or pre-check the Request Desktop site menu option.

This way we make it more clear what the usage of this feature is if a user is already on a desktop site.

Repro:
1) install nightly 7-9-2012 build, SGS3
2) visit a desktop site (cnn.com
3) click system menu, and verify the option to "request desktop site"

Expected:
- im already on a desktop site, so i should see something else here.  See my suggestion above.

Actual:
- request desktop site appears for a already served Desktop Site.
A couple of points:

1) The "Request Desktop Site" option is tab-based, not site-based. That is, when it's enabled, all sites loaded in the tab will be requested with a desktop UA; when it's disabled, all sites in the tab will be requested with a mobile UA. Since this setting is associated with the tab, it wouldn't be correct to change it based on just the current page (also see bug 767795). We should probably try to come up with a new string that can better represent this.

2) Even if we wanted to do this, it's not possible to determine whether we are being served a mobile or desktop site. All we know is what we send as our UA; there's no reliable way to know what we're receiving.
