Details
I just installed Firefox 13.0.1 in a clean VM for testing, deselected "make Firefox the default browser" in the installer, then got the default browser prompt once Firefox started. At the very least, that dialog should be delayed until the second startup.

Yes, we should not ask a second time if the user has chosen not to make Fx the default in the installer. As with everything that has to do with the default browser, we should monitor data on this closely and be ready to revert if we see a big drop in default settings. Thanks Philipp. The installer should be setting browser.shell.checkDefaultBrowser=false when that pref is set so that the default browser notification isn't displayed.
