Hitting Ctrl Shift V do nothing even if Developer toolbar is open or not.
When I try to set the same key combination for some other thing (like Timeline), then nothing happens, which means that the shortcut is still being used by developer toolbar, or atleast being registered; And thus any one else cannot use the same shortcut for his own purpose.

Summary: [devtb] Develpoer Toolbar is not using Ctrl Shift V shortcut but the shortcut is still occupied and thus useless → [devtb] Developer Toolbar is not using Ctrl+Shift+V shortcut but the shortcut is still occupied and thus useless
Can some one confirm this ?
Also, whether this is going to be taken up or not.
When we moved to using shift+f2, I replaced the use of ctrl+shift+v, so I suspect that there is an issue rather with how you were subsequently registering ctrl+shift+v.

You should be aware that ctrl+shift+v is also used by contenteditable (which is why we didn't use it) so it's not free :(
