steps to reproduce:
1. Have at least 4 add-ons installed on your firefox profile.
2. tools->Ad-ons
3. Notice that the add-ons video- "First time with add-ons?" is shown in the promo module.

expected behavior:
add-ons video- "First time with add-ons?" is shown in the promo module for new userswith less than 3 installed add-ons.


observed behavior:
add-ons video- "First time with add-ons?" is shown in the promo module for all users.
It's not uncommon for there to be a few add-ons installed by default.  Virus scanners, toolbars, operating systems (ubuntu does by default these days), and that BS OEMs load on computers by default.  I'm open minded about this bug, but I'm going to close it.  If someone disagrees strongly let me know, but I think the page could use a bigger overhaul than just this.
