I noticed this sometime in the past two months, and it's very frustrating. As far as I know this is true for all new nightly installs, as well as my profile I was using for nightly builds, since I saw this on two separate installs that weren't synced.
OS X 10.6 Nightly, fwiw.
I just noticed it today, after my upgrade to Mountain Lion, but that may be unrelated.
I see it on Fedora as well.
