Currently we limit the size of POST requests in the webheads to 10K. Legitimate requests should not even be close to that size, but if we receive a request greater than that size we return HTTP 413 Request entity too large. 

We should have monitoring in place should we hit that limit, and/or graph it separately in pencil.
