We need a Version History page for packaged apps where we list all the available versions.

Think of a calculator app which has multiple versions and I want to use an older version.
I'm not sure this is a use case we want to support

Agreed. We should be showing the latest public version to the user. That is all.

I do think we should list the version notes for the last N so users can see what's updated - but that's a separate conversation.

When I asked fligtar about it, he said we'd need it. But I am not too worried about it.
Developers and reviewers can access each version from the management pages.  I'm wontfixing this until I hear about a requirement from product.
