It has happened to me several times that when I try to launch Mozilla,
nothing seemingly happends. However, when I ALT-TAB in Windows I can see
a task icon labelled "NSPR: Event Receiver".

Using the Windows Task Manager, on the tab "Processes" I can see
mozilla.exe. If I terminate it, Mozilla launches fine.

Please note that I'm not sure whether this "zombie" process is a result
of the failed attempt to launch Mozilla, or if the zombie was left from
a previous Mozilla session and thus prevents Mozilla from being re-launched.
I'm also seeing this process when I try to restart my win2k while mozilla is 
running.
I see this as well when shutting down i have to kill it off manually.

I've run into the same problem using 0.9 on NT 4. If I close Mozilla it looks
like it's gone, but it's really not. When I check the 'processes' list it's
still there, and if I try and restart it I can't. I have to kill it off before I
shut down. If not, then I get a "waiting on..." error with the "NSPR: Even
Receiver." Just thought I'd add some confirmation.

1. "NSPR:EventReceiver" is no longer part of NSPR.  It is in
   mozilla/xpcom/threads/plevent.{c,h} now.  Perhaps we should
   rename this window name to "XPCOM:EventReceiver".

2. This bug is very likely a duplicate of several other bugs
   that were filed recently, such as bug #76663.
