There was a misunderstanding in bug 765217 and now the "needs change" field is pre-populated. Please revert that change.
It's actually the "Comments" field in the form that's pre-populated. Pre-populating that field is what needs to be reverted.

Easy way is probably to just revert that commit.

It was a super minor revert, so I just pushed it to master in https://github.com/mozilla/kitsune/commit/80cf6c2afdb111296d340f7a5c4fea61c5811f68

It'll go out whenever we do the next push.
