This would allow DeviceStorage (or others) to query free space/total space on the data partition.

fwiw, I am pretty sure we aren't going to expose /data/ from Device Storage.
Since DeviceStorage isn't going to be using the VolumeManager to get the free/total space, it doesn't make sense to both adding the dummy volume.

So I'm closing this as invalid.
