As we move forward on tos and privacy policies for AITC, those become a part of the signup flow for the service (and other policies will move into place for future services). They're static files, and it would make sense to serve them on services.mozilla.com

However, s.m.c is on shared infra, with minimal SLA guarantees. We should transition over to a services-infra-hosted setup so that the team who will be responsible for the uptime of the service can also be responsible for that piece. This will also let us more efficiently add new policies by handling them as a normal deploy.
