Sheppy mentioned that he does not personally want this behavior, but that he is fine with it because Jean-Yves and others do.

I assume this is in "edit" mode?  At this point, the Attachments block is hidden in "view" mode if there are none.
No, I think this is already fixed, actually. We don't want it hidden in edit mode, because that would block adding attachments. :)
