782835 - System Messages: oop processes not receiving web activities system messages

If an app is OOP it no longer correctly handles web activities.  It is launched in response to the activity, but doesn't seem to receive the system message.

The gallery app was recently converted to OOP, and now when the Contacts app uses a Pick activity, the gallery is launched but does not transition into pick mode.

Similarly, the test_apps/share-receiver/ app response to Share activities from the gallery.  I've blacklisted that app, but if you make it OOP, then it will launch but never receive the message.

I've seen this on the otoro with a m-c build from this afternoon.  My b2g-desktop build from last night does not exhibit the same bug. Activities are received correctly OOP or not.

That's not otoro specific, I was able to reproduce on desktop.
